The origin of this policy is as ancient and mysterious as the Gatekeepers who enact it, but the oldest regulations often have the broadest loopholes. Partially on purpose and entirely out of spite, one otherwise typical and unassuming calico would casually stroll into them on her merry way to becoming the most troublesome soul in Bureau history.
